Communication failure is one of the main causes of serious incidents in healthcare. At the same time, the emergency medical chain is characterized by high time pressure, many actors, different IT systems, and silo organization. This increases the risk of information breakdowns, misjudgments, and delayed treatment.

VITAL will develop a comprehensive, AI-based communication and decision support solution that follows the patient throughout the entire emergency chain – from the first contact with the emergency medical communication center (AMK), through the prehospital services, to diagnosis and treatment in the emergency department. The solution will ensure seamless information flow between all parts of the chain, strengthen patient-provider communication regardless of language, and reduce the documentation burden for healthcare professionals. At the same time, it will provide evidence-based and explainable decision support, with privacy and data security safeguarded in accordance with Norwegian and European regulations.

The Research Council of Norway has awarded RAKOS at Helse Stavanger NOK 25 million to address this issue. Together with Oslo University Hospital (OUS), SKLLS, PubGene, SINTEF, SAFER, Sykehuset Innlandet, and NKLM, the project will deliver an integrated solution. The goal is the right treatment at the right time and at the right level – and equitable emergency medical services regardless of location, language, or individual.
